座落于楚州区中，建于北宋建隆元年，原为镇江都统司酒楼。清乾隆年间，为取震慑淮水之意，遂更名“镇淮楼”。镇淮楼建在高约8米的台基上，古朴雄伟。台基正中辟有拱门，旧为南北交通必经之道，号称“南北枢机”。现今镇淮楼成为人们登高揽胜的理想之地。
