First of all, If the one in trouble is not a stranger, he/she is the one we are familiar with, we will help him/her. Right?

So the problem is since he/she is a stranger, someone choose to help him/her, and also someone choose not to help.
Those choose not to help is not because of the stranger is not deserve to help, the true reason is that this group of people is a bit selfish and sometimes coward. They are afraid of doing the right thing, with a risk of being troubled.
But I can understand this group of people, they are normal. And back to things itself, should we help those strangers in trouble?
