1、this week是名词性短语。确实，一般是介宾结构做状语。不过现在有很多表时间、方式的名词可以不要介词，直接做状语。比如today,yesterday,next week, this way, another way等等
2、首先but是连词，连接leading...和acknowledging...
leading...和acknowledging...这两个并列的现在分词都是作主句的状语。(或者说是主语补足语)
3、现在分词coming in做名词tourism的后置定语 表示"当地的旅游业"
4、不定式to come做名词months的后置定语 表示"未来的几个月"
5、省略了that。 因为the disaster could have an unintended positive outcome是名词 chance的同位语从句。引导同位语从句的that一般可以省略
