A however 不放句首，另外however 是可是，然而的意思，句中要表达的是无论他有多忙，所以选D正确，你将D填入 读一下 很通顺。

如果把时态全部往前一步。
I decide to go to the library as soon as i finish what I'm doing
(我一完成现在做的事就去图书馆。).较为符合说话语境。

B 是“一……就……”的意思

the moment意思是那一刻，是一个时间点。the moment  =as soon as 这里是连词，引导状语从句  ，类似的有the minute ,the second. 
c,when 与the moment 重复    ，   at the moment  是现在的意思。

as 引导原因状语从句时表示附带说明的原因， 较为正式， 位置较为灵活(常放于主句之前)。
As the weather was fine, I opened all the windows.
由于天气很好，所以我打开了所有的窗户。

for引导的原因状语从句并不说明主句行为发生的直接原因， 只提供一些辅助性的补充说明， for引导的原因状语从句只能放于主句之后并且必须用逗号将其与主句隔开。
