Your statement: I'd sooner that you would not go to a university far away from your hometown. The word 'sooner' is used in place of a wish. However, you have a redundant word - 'that'. You don't have to use this word. Your sentence can become: I'd sooner you would not go to a university far away from your hometown.
A more common way to say the same sentence: I'd rather you would not choose a university so far from your hometown.
When using or 'as soon' in place of 'rather' or 'perfer', you have to be careful not to add 'as' after 'as soon'. As soon as - meaning right after; not rather any more.
