whether的话，所有的名词性从句都可以的。if的话，主语从句好像没咋见过，但是宾语从句，表语从句应该是没问题的。比如：
Whether you will come really matters.(主语从句)
I really think whether/if you will come or not important. (宾语从句)
The problem is whether/if you will come or not.(表语从句)
