that 引导宾语从句的时候，有插入语的情况下，that位置有什么讲究？

that 引导宾语从句的时候，有插入语的情况下，that位置的讲究？
we decided, in view of his special circumstances, that we would admit him for a probationary period.
这句里面，that 放在在插入语之后，整体的情况就是
we decided ..........that we admit......

但是下面这个句子，我感觉that 应该放在插入语之前，保持句子的平衡：
she told her parents that, due to her illness, she would be able to go to school tomorrow.
总体上，就是 she told sb that, .......... ,she would bla bla bla
如果把that 放在插入语之后，感觉有点怪。

我不知道这种情况是真的有合乎规则的语法解释，还是只是无碍句子正确性的个人喜好。
