Question

My aunt announced me that she was planning a trip to Europe.
这里面的有的说去掉me，有的说在me的前面加to
到底是什么用法？

1. 这两种改法都可以，不过最好是在me前面加上to.

2. announce是及物动词，其常用结构有：
1）announce sth/宾语从句
2）announce sth to sb，但是它不能使用双宾语结构，即没有announce sb sth短语。
3）announce sb/sth（宾语） + (to be) + 名词/形容词等（宾语补足语）

3. 所以
1）如果去掉me，则为announce + that引导的宾语从句；
如果在me前面加上to，则为announce sth to sb结构，其中宾语sth为that引导的宾语从句，因为它太长，所以后置变形为：announce to sb +that宾语从句。
2）如果要保持句意完整，最好的改法当然是在me前面加上to.

两种说法在语法上讲都可以。但是考虑到announce一词的含义，我觉得最好不用to的形式。给你两个例句参考：
They officially announced the news to the reporters. 他们正式向记者发布了这条新闻。
Please announce to the children that there will be no school this afternoon. 请向孩子们宣布，今天下午不上课。

announce sth to sb 想某天人宣布。。。
如果不是向我宣布的，可以去掉me.

参考牛津高阶词典以及其他词典，没有 announce sb sth 的用法， announce sth to sb 和 announce that从句，是正确的，所以最恰当改法应去掉me。
