英语表语从句的问题

Question

The problem is （how we can get the things we need）
括号里的是不是作表语成分？
那么China isn't the country that it was 10 years ago这句话，从句部分应该也是表语吧……，但是为什么比上一句话多处一样东西“the country”?再说，表语不是应该跟在系动词的后面的吗？怎么跑到the country 的后面去了？

主语The problem 谓语is 宾语（how we can get the things we need）用陈述句语序
第二句是定语从句it was 10 years ago作定语修饰the country
