The so-called special economic zone(SEZ), refers to a specific region in a sovereign country or region,which takes a more open policy in SEZ than in the general area (Zeng, 2011). And SEZ usually uses tariff reductions and any other incentives to attract foreign investment or foreign capital and the introduction of foreign technology and equipment to achieve a certain economic purpose. In April 1979, Deng Xiaoping put forward the idea of pilot economic zones. In August 1979, the State Council declared special economic zones in Shenzhen, Zhuhai, Shantou, and Xiamen to the common republic. SEZ is no longer restricted to the political nomination. It exists in other formations, including Economic and Technological Development Zone (ETDZ), High-tech Industrial Development Zone (HIDZ), Free Trade Zone (FTZ) or Export Processing Zone (EPZ) etc.
