随着近年来经济社会发展和政府投入力度的加大，承德旅游业发展势头迅猛。特别是京承高速公路的开通，给我市的旅游产业发展注入了新的活力。避暑山庄作为承德旅游资源的核心和龙头地位进一步凸显。游客量的显著增长让我们看到发展机遇。但同时，景区承载力还有多大空间？在游客量成倍增长带来经济效益的另一面如何减少对世界文化遗产的破坏？管理和服务是否达到同类景区的标准？如何平衡保护与发展二者之间关系……诸多问题需要管理者更深层次的思考。
站在普通市民的角度，我们希望看到山庄实现更好的发展，这需要更多政策层面的扶持，也需要管理者更大的作为。同时，为了能更好地保护好山庄的一草一木，我们作为一个市民又该有怎样的责任和义务呢？从保护的角度来看，同样是世界文化遗产地的北京故宫开闭园时间为旺季8：30-17：00,淡季8：30-16：30。考虑到避暑山庄的特殊性，为了方便市民晨练，我们的游览时间为6：00-18：00,并且旺季期间延长至21：00。按照这一做法，凡是持有年票的市民均可以在有效期内参观游览，这样做当然满足了部分人要求，但其得到的后果是：第一，节假日期间外地游客和市民同时大量涌入景区，在给景区管理造成极大的压力。第二，在很大程度上人为破坏了园林植被和古建筑的生态平衡，不利于世界文化遗产的保护和发展。由此可见，这无异于一种“透支消费”未来不可再生资源，而这样的后果是不可逆的。
按照世界文化遗产组织相关规定，为了实现文物古建筑有效保护，遗产地营业时间必须远远低于景区休养恢复时间。因此，根据我们的实际情况，我个人有以下几点建议：一是以市民年票价格调整作为合理控制入园客流量的一种手段。这点可以参照同类遗产地景区年票管理办法。二是可以划分市民晨练票、游览票等不同种类，这样既照顾了部分市民的晨练要求，也可以起到调控入园人数、让位于游客的作用。三是可以采取刷卡入园的方式，“按次计费、计次刷卡”。
避暑山庄是我们共同的财富，实现其保护和发展需要管理者和我们全体市民的共同参与，只有真正做到保护世界遗产人人有责，才能人人共享保护成果。
