where to live和where 不能做主语的矛盾

为什么说where 不能做主语 但是在从句中能where to live 呢！？ 不是应该where to live in吗？为什么变成了 which to live in

where + to do 是一个固定结构，可以在句中充当主语，宾语，表语等。
在where + to live 中，where 中就包含in ，所以不能再出现in 了，否则重复。

如：This is the village where I once lived.
