there is 和 there has/have 都是there be结构，只是事态不同而已、前者是一般现在时，后者是一般完成时。两者都是“有”的意思，比如类似于“有一个姑娘叫小芳”这样的句子就用there be结构，我们班里有个学生叫小明，用there is,但是如果说“在他转到我们班之前我们班已经有一个叫小明的学生了“，那就应该改用there has了。。我实在不明白it is你有哪点不懂的？？
