这句话是奥马尔.布雷德利在1951年5月3日国会的一个听证会上说的，那个听证会主要是针对麦克阿瑟在朝鲜战争期间的一些严重的错误决策和发表与国家政策相反的言论的相关问题，这句话的攻击目标很明显是麦克阿瑟，当然不可能是对两年后才停战的朝鲜战争的总结，倒是可以证明当时美国一直希望把朝鲜战争控制在一个最小的规模和范围内。不过由于大家都可以理解的ZhengZhi原因，中国人普遍对这句话都是按照曲解的含义理解的
