关于宾语从句结构问题

如果说what's the matter 是陈述语序 那像 why is it , who is the new one也是陈述语序吗？那它们在宾语从句中be动词要不要放后面？

what是主句的宾语成分，同时引导一个定语从句，是定语的主语。what=it that
What's the matter比较特殊,在从句中就是现在这个顺序。
其他的在从句中要转化为陈述句
why it is , who the new one is是陈述语序，而 why is it , who is the new one是疑问句语序
