should 是情态动词后面必须跟动词原形

likely to 这里的to 是不定式不定式后面也是跟动词原形

补充：情态动词还包括 must can could may might dare等等
to 有时候是介词此时后面的动词要加Ing

例句： Li Ming's mother says "you must finish your homework right now"to his son.李明的妈妈对儿子说："你必须现在就把作业做完"。

should 后面只能加动词原形，is这个系动词的原型就是be.
be likely to do 是个词组,意思是有。。。的可能。所以不能用by。
be是和后面的undertaking连用的，表示被着手做。

should 是情态动词后面加动词原形 si/are 的原形都是be be likely to do to后面加原形所以都是用be
