you're welcome 是指没关系，你向别人道谢，别人认为这只是举手之劳，让你别客气
Not at all 也是指没关系，既可以是别人向你道谢也可以是道歉

在别人跟你说对不起的时候，用It dosen't matter 表示没关系。
别人跟你道谢的时候用的，用You are welcome 表示不用谢。
别人问你是否介意某事的时候，用Not at all表示完全不介意。
