“需要宾语补足语的动词不能用动词不定式直接做介词的宾语，而要用it做形式宾语”是什么意思？

例如：We think to obey the laws is important.而说We think it important to obey the laws.
例句我是可以理解的，只是那句话我不能理解，1、它说的那个“介词”是指to吧，如果是介词，那应该是to doing sth.而不是to do 吧？2、所谓的动词不定式的完整形式是不是to do ?如果是的话，那“不能用动词不定式直接做介词的宾语”又是怎么样理解的？
可能我问得不是很明白，不过请高手们务必帮帮忙呀！！！

We think (that) to obey the laws is important.
这句话本身没有任何语法错误。to obey the laws作为从句主语，有些冗长了，所以用it代替它，把它放在后面。
we think it important to obey the laws.
这里省略is,we think it is important to obey the laws也是可以的，但一般情况下都省略。

如果是你之前那个句子，we think to obey the laws is important.
一个句子里出现了两个谓语，显然是不对的。
要么改成，we think that to obey the laws is important.
要么就改成，we think it important to obey the laws.
改成第二种较好，因为既简洁，又做到主语跟宾语长度相近，不会出现句子结构不平衡。
