表达“对于...”的意思时，什么时候用“for”什么时候用“to”？二者可以互换吗？

同样是为了表达“对于。。。”的意思，这里的 for the climber 中的 for 能不能替换为 to，像下面这句话中的“mystery to me”一样？
It has always been a mystery to me why city dwellers, who appreciate all these things, obstinately pretend that they would prefer to live in the country.（城里人对这一切心里很明白，却偏要执拗地装出他们喜欢住在乡村的样子，这对我来说一直是个谜。）
