后半句就是个主谓宾，可以变成it did not come share of challenges without its fair 。主语it 谓语come 宾语 share of challenges。意思是没达到挑战的份。意思就是没有挑战性。without its fair 是没有了挑战的公平性，意思是没公平竞争就没意义了。
